MANILA, Philippines — Manila Mayor Isko Moreno on Thursday announced that he has advised the Manila Police District (MPD) to prevent mobs, vowing to “maintain peace and order” in the city.

During the demonstration in Pasig, the protesters threw rotten fruits and water balloons at the gate of the office, showing their outrage over the surrounding flood control projects.
In response, Jonila Castro, a member of the People's Surge, told the Manila Times that “Mayor Isko Moreno’s recent statement against what’s called 'mob rule' in Manila appears to stem from fear among the privileged few who have never experienced the hardships faced by the majority.”
Castro adds that most perpetrators of crimes in the city were rarely brought to justice, leaving collective action as the only option for many frustrated residents.
